Question Help..what constitutes a dependent

This one is actually for my sister who is hoping to start the process next year.

She wants to include her son on her application form, he is 19, 20 at the end of the year. He has been to college, dropped out and worked in low paid jobs. He will be returning to college in September to do an access court part time and will be working in a shop part time. He has always lived at home.

Can he be considered as a dependent.............what evidence would be needed.

On another subject, we have just spent the week at Agnes Waters, Oh my god that place is paradise.

Any advice given would be great.
