Some interesting points of view inc. some slightly psychotic ones...), but I spoke to a born and bred Melburnian at the weekend who tells me that her mum has three cats, and there are a number of other cat-owners on the same street. She tells me they make almost no concessions, and that having a cat in Melbourne is absolutely no different from having one in London. She says that any suggestion otherwise is rubbish.
So that's made my mind up. If in doubt, speak to someone who knows.

We got him from the cat protection league. There were about eight kittens but he just stood out from the crowd. The rest were all cowering and hiding - -Jeff just struts over and climbs onto my youngests lap, that was the clincher - -we wanted one who would be cool with the kids.
Get one when you get there - -save a bit of dosh
