As far as I know it means sending everything in with the application, ie Medicals, Police Checks.

As Julia said you send your police check and medicals with your application and in theory speeds up the application.
In your situation with the SIR having priority processing it may be worth doing.
One problem is that you have to validate your visa within 1 year of your meds & police checks so in theory they could run out before being granted your visa.
I think we will do this if it's allowd.
