Duty FREE or not
as of the 1st Sept 2012 you can only bring in 50 cigarettes duty free or 50 grams or tobacco

If they stopped it completely then you'd have the situation where someone with a partially finished packet of cigarettes would have to discard them before going through customs, so I guess they've left the amount at that level to cover that situation.
