Positions on the SOL are for if you are applying for an Independent or Family Sponsored Points Tested visa or a Temporary Graduate visa (subclass 485) – Graduate Work Stream.
If your occupation is only on the CSOL then its applicable if you are nominated by a State or Territory Government, a direct entry stream Employer Nomination Scheme visa, a Temporary Work (Skilled) visa (subclass 457) or a Training visa (Subclass 407)

I'm sorry but that doesn't really make sense. Could you please explain again?

I saw disbility officer on the list but not the carer. So guess it comes down to defining that? For CSOL you need to find either an employer to sponsor you providing there's no one in Australia to do the job or state sponsorship, find out if any States are sponsoring it?
