Does anyone know if it is compulsory to vote in a council election?

I think it is only compulsory to vote in State and Federal elections. (And before any little tinker points it out I know that in theory it's not compulsory to enroll for SA state elections).

Non-citizens are allowed to vote in our council area.

correct!

I used to work for the local council and even I couldn't be arsed to vote for any of the fools!!

Unless you have a really good, and I mean GOOD, reason, yes you have to vote.

You have to in NSW for all 3 - well you did when I lived there, a flatmate always used to get fines in the post for not voting in council elections.
