yes, they will be processed by the department of immigration (DIMIA).
there's no point asking these questions until the new legislation passes parliament, as nobody knows what the date for introduction of the new legislation is. keep you eyes on the "what's new" section of the citizenship website http://www.citizenship.gov.au/new.htm
