Default Certifying passport photos

I am in the process of sending my qualification documents off to be assessed by VETASSESS. My passport and degree certificate have been certified by my local Post Office. However the Post Office would not certify my Passport Photos as they say they have to have known me for 2 years. Who can I get to certify my photos and do they have to have known me for 2 years?
