We had quotes for $60-120 per sqm when we were doing our drive way and concrete slab for two large rain water tanks. $1600 sounds a bit high.

Hope you'll get better quotes.

We just had quotes to concrete under our house, the cheapest was a "mates rates" i.e cash price of $56 per M² that's including boxing, blinding up & mesh. I thought that was expensive
Your 3X3 is only .9M³ so you pay a surcharge on the cono. It's also a small job so it's not cost efficient for the concreter to charge a per metre rate as the boxing etc still takes time & the finishing/curing time is the same whether it's 1m³ or 6M³.
$1600 sounds way to expensive though.

why dont you have a crack at it yourself. you will be surprised how easy it will be. by a large sheet of plywood ($60). cut it into lengths at your desired slab depth. 150mm will be heaps. make a 9m2 box.(the desired shed size). by a sheet of mesh ($50) and a couple of dozen seats for the mesh. order 1 1/2 cubic metres of concrete ($300 max). use a 3 1/2 metre long piece of board to scree the concrete and then use a brush across the top of it to make it look nice before it cures.
