Borrowing wheelchairs at airport?

Borrowing wheelchairs at airport?
Can you borrow/hire wheelchairs at the airport? My son wil be just shy of 4yrs old cant walk long distances. (medical problem) He is almost to big for the stroller that we have, (if it lasts until then
). No way can I carry him, drag my 5yr old and hold all the hand luggage. A special needs pram will probably be too big... If you can hire a wheelchair, do you need a medical certificate or something? Do they meet you at the door of the plane like with pushchairs?
