Australian Family Visa Subclass 461

Australian Family Visa Subclass 461
Can can anyone offer any information on the Australian Family Visa Subclass 461.
I am a kiwi but don't quailfy for the special category visa in Aus.
I know this won't allow me to sponsor my wife for PR but is it possible for her to obtain a 5 yr Visa? Some of the paper work contradicts it's self. Looking at form http://www.australia.org.uk/VTI/HTML/461_nz.html looks hopeful but when you get to the application form it only states SCV holders.
We have two dependant children who are registered NZ by decent.
Could she apply for some kind of parent visa instead??
She has no need to work there and would be supported by me. I don't have a job which fits the skills list so thats not an option.
Any ideas welcome
