I must admit I hadn't come across it until recently - but then I tend to use kids rather than sprogs.

PS: Having lived in a couple of places in Continental Europe, I used to get pissed off with the institutionalised corruption (and the fact that the people just seem to accept it). Do you get that problem in Austria (assuming you're still there)?
