We had a 457IE visa which is slightly different, but I think it still has the same type of working rights for partners. I was the main applicant and had to start/buy a business whereas my girlfriend had full working rights and wasn't restricted in anyway.

So in answer to your question I would say that she will have unrestricted working rights, but it might be worth clarifying this with either an agent or immigration.

Yes she can work, if you do a past search on 457 visas you should find a link to the DIMA website that states it.
