Don't know whether I would call it exploited but yes, it is celebrated.

We've had 4 lots of trick or treaters so far and await the next.
I think it's great for the kids and always have a big bowl of treats ready.

Up here we put our outside lights on to let them know we are game.

Very quiet on my street but my youngest son is out & about with his father supervising.
Eldest son at a Halloween party.
I love it. We always dressed up as kids. Why not?

It was thoroughly ignored in this house ... no trick or treaters either, a marvellous situation helped by being surrounded by acreage properties and people/dogs living in them that don't take kindly to strangers knocking on their doors. And quite right too.

I have, however, finally lodged my tax return. This will handsomely, no doubt, compensate for the lack of scary unexpected surprises arriving at my house yesterday by providing one in the next month.
