What time does your flight arrive in Hong Kong? There are a number of recommendations on the Tourism Board's web site:

The tour prices are a bit high and there are fixed times for departure.
For a family of 4, you're better off taking the express train (fastest transport form the airport) into Hong Kong Station, and then take a taxi to wherever you would like to go. Taxi fares are very reasonable.
With 2 kids, if the weather is good, I would say the best thing is to take them to Ocean Park for the day. There are seal & dolphin shows, giant pandas, a huge aquarium, aviary, butterfly garden, playgrounds, and all sorts of things kids and kids at heart would love. The cable cars are amazing too if you haven't got fear of height.
This web site will tell you everything you'll need to know:
http://www.oceanpark.com.hk/eng/main/index.html
Alternatively if you want a day at the beach, you can easily do that going to Repulse Bay on the south side of Hong Kong Island. It's very crowded on weekends but weekdays are fine. There's McDonald's and other restaurants there so you won't starve.
When you finish the day with Ocean Park or the beach, you can always go up to the Peak for a dinner with a view. I've put some information on that in another thread titled "Cathay".
Let me know if you need more info, and enjoy.
Cheers,
Mrs JTL

Re: 15 hrs in Hong Kong
15 hours is too short to roam around in hong kong. you need a good day to go to the ocean park. going out of chep lap kok airport to central is 2o mins. Down to Wan Chai where all the shops are just side by side. Go up the Lan kwai fong area where most of the westerners enjoy their night, then walk around central down to Wan chai and causeway bay is 4 hours. Then catch the MTR to Nathan rd and get off at the Tsim sha tsui area and lots of thing to be seen for another 4 hours. Go back to Central by ferry and proceed to Pacific place, eat lunch or dinner and you`re ready to go back to the airport.
that`s all your 15 hours could do.
