Not really. He's merely implying that if the higher numbers among the black population were taken out of the stats, there would still be a serious gun violence problem in the U.S.

To put it another way, in that post he's not talking about assigning blame or criticism. He's just making a point about the numbers.

Pulaski has a point. Those baddies in the hood go on dealing drugs, pimping and killing each other. What are we supposed to do about it ? I could care less about what goes on in south-LA. They have their own Mayor, Chief of Police, a direct phone line to the State Governors office and perks, limousines, expense accounts and big salaries. it's their problems to solve. That's why they're there.

But yes, some of their problems become our problems when burglars and bank robbers come into our towns misbehaving themsleves

That is the EXACT OPPOSITE of what I was saying. If any reform to gun laws is to be effective it fairly obviously needs to address where the problem is greatest, which is why I pointed out that any "tinkering around the edges" of gun ownership, background checks, and registration is likely to be largely ineffective if it doesn't materially pact how black and Mexican/hispanic segments of the population obtain and use guns.
