P.S. acronyms are good for you - as you get older you need to exercise the little grey cells, it's usually not difficult to work out the meaning of an acronym from it's context - easier than crosswords which are usually recommended as brain therapy.

My own experience ! 
Filled out our forms on line ( took several attempts though ) printed the forms off made the appointment on line, went to Birmingham VGFS Global office the next day, checked in and was seen within half an hour, the helpful assistant went through my paperwork told me I could pick up our business visa's at the end of the week but suggested and explained their courier service £7.40 which I took advantage of, and bingo the visa's duly arrived at the end of the week !

As far as I'm aware there has been little or no 'press' mention of visa on arrival for the 18 countries concerned since the newspaper article from February 2008 in your link.
The only changes are that if you are a tourist from the former USSR/CCCP then for $40 you can have a Temporary Landing Facility/Temporary Landing Permit - allegedly this was made available so 'Russian' visitors to Goa from cities thousands of miles from Moscow & an Indian consulate could go on on holiday there. Some say, that it's a way of getting otherwise undesirables (Russian Mafia, prostitutes etc etc) into India as there are no background chacks on the people arriving on TLF/TLP.
I would imagine that the ongoing 'terror threat' will be one of many reasons why visa on arrival has not appeared to progress since Feb 08.
