The rate you quote is what's called the Interbank rate. That's the rate that banks lend to each other.

Today for a £1 you would get 1.2265€. Rate correct at 6pm today

What the law means is you can only have the car in Portugal for six months and where you take it after that is up to you. You could just try and get away with having the car here...

It's not as simple as driving over the border. You can only have a car in Portugal for six months then it has to be Matriculated or removed from the country.

As for insurance...
