I worked at the Lort Smith Animal Hospital in North Melbourne and there is a shelter attached, the law is that any stray dog has to be kept for 8 days unless it needs to be PTS'd on humane grounds...

You could try taking him to the local vet to see if he has a microchip, I presume he has no collar?
Unfortunately, the pounds do get full try calling the council they have to take them.:thumbup:
