Cannot speak to BC, but in Ontario we almost always got new car approval within 20 minutes and, if there were conditions attached they were often resolved soon thereafter. Used often took longer. ...

That is the crux of it. But, in truth, the Tesla sales model only works due to high demand and low volume and no trade ins.. It would not work for major manufacturers.
