You are wrong, sorry, the EHIC is available from the country you are a citizen of, nothing to do with residency, you used to get it from where you were ressident, but this was changed a few years...

No you don't, if you are a returning UK citizen, and returning permanently, then you are covered from day 1, all you need to do is to go to a GP and show ID and something that proves residency,...

The EHIC is for EMERGENCY treatment only, and anything else will be billed, so you get treatment in an A&E.

Yes, the NHS is free for RESIDENTS of the UK, not visitors who are resident in another country, if you visit the UK on holiday, then you need the EHIC card.
