The key problem is that visa offices are only resourced to meet their target even though they get a lot more applications than needed and must process them all.

It should be remembered that the Summer is a slow time for PR applications because priority is given to student visa and visitor visa cases, and also because it is also posting season when officers...

They would deal with cases approaching the end of visa validity of course.

Again I want to mention that the Summer period is taken up with postings, vacations, student and visitor visa cases so PR cases get put on the back of the bus except for spouses and even then .... ...

Your case arrived at the visa office during the Summer rush and was probably delayed for that reason.
