as I stated in my reply on a quick search of the internet a lot of people state that Canada is fairly strict on this. '
Personally if it was me I would want to adhere to all the legal requirements...

this states you would need written confirmation from the parent not travelling.

from my understanding if his name is on the birth certificate and you have not had parental responsibility removed by a court order you would need to get his permission to leave the country with her....
