Rete is right. And not only the bribe aspect of it, but according to USCIS, there are a handful of countries where a police certificate isn't even required for immigrant processing - Iran...

That's right. If you apply and pay the fee, they will process your paperwork and issue the AP. It's not up to them to determine whether you qualify for it. It's up to you to know if you are able...
