However I have seen similar type items for flower pots etc. in one of the Arabic lighting shop corners of Dubai Mall. I am sure they are unreasonably expensive.

I'd look in the kitchy homewares places... you know the run of them in MotE... probably with the pot-plants sections. I'll have a quick look for you when I'm there tomorrow morning... in exchange, have you seen a polystyrene drum (solid cylinder) about 10-15cm in diameter and 10-15cm tall?

but I have a few ideas of alternative solutions, 'cos it just needs to be sturdy enough to make a cake-stand similar to this one:
