It's not very good behaviour but let's face it - these two Saudi girls would probably be the first to call the police if they say a couple of westerners in a Saudi mall who were not covered up.

They want us to respect our customs, traditions and culture but we don't see much of that in reverse when they come to our countries...

Either way hardly worthy of a diplomatic incident - the Saudi's kill loads of foreigners every year for not following their laws.
