I agree with EMR. I have lived in the Silves area for 16 years and it is a nightmare to say the least!
We have a static caravan (weekender) on the hillside in Silves, 2 kms from the town on the river with full facilities and it is rarely used by travellers ... because they will not pay! I pay my taxes so they should pay to utilise them. Makes my blood boil.

I pay my Portuguese taxes too; yet my blood stays quite cool over the matter. I'm really not bothered by some people enjoying themselves for free. They come, they go. Some stay.
I expect most pay tax where they're resident.

What a bunch of old moaning Minnies. If you are that worried that someone out there is getting something for nothing, get a campervan.. and join the "leave" camp, where there are thousand getting a lot for nothing.
Right now I am sitting in my campervan on a free site in Nazare, about to enjoy a lovely dinner my wife is preparing, wondering if there is anything you don't whinge about, it is never ending. I pity your poor wives.
....So just to recap, I am on a free site, eating my own food and using the local toilets afterwards....Blood simmering nicely is it? Oh and I pay taxes only in the soon to be independent UK.
...and just to lower your blood temperature a little there is a thing here called VAT.
Weather here, wish you were lovely!!!

I AM the wife, and my husband totally agrees with me on this issue.
I suggest you go free camp where you pay your taxes then.
VAT is called IVA here ... that is pronounced EVA.

Regulations for campervans driven by British citizens visiting EU States.
As the UK has signalled the cessation of free movement from March 2019 the Commission has approved the following regulations, applicable to all UK registered campervans and / or EU registered campervans driven by British nationals.
Implementation: 2019/03/31.
Exemptions: British Citizens with a proven track record of supporting the Remain movement, prior to the execution of Article 50 are exempt from these regulations.
Penalties: On first offence: A fine of 25000 Euros. On second offence: Confiscation of vehicle, a fine of 25000 Euros & immediate deportation.
Requirements (The Regulation):-
1) Drivers of right hand drive campervans wishing to enter or transit mainland EU States shall be required to pass a driving competency test supervised by local Police.
Campervans entering the States of Malta & Gozo shall pass a competency driving test proving the ability to drive in the middle of the road.
2) Campervans shall display clearly visible signs with the words "Sorry" and "We love EU", reproduced in all languages of EU member States, to be displayed on all visible external surfaces of the vehicle.
3) All waste products, howsoever produced, shall be retained within the vehicle for subsequent disposal on return to the UK.
4) Vehicles shall not connect to local electricity supplies. Generators are prohibited but vehicles may be fitted with roof top solar panels.
4) Water - Sufficient fresh water for the duration of the trip must be brought from the UK. Checks for quantity & quality will be carried out at point of entry to EU member States. In an emergency occupants may buy locally supplied Mineral Water at cost of 5 Euros / litre.
5) Food - No foodstuffs or other organic material may be imported from the UK into the EU.
6) Opinions - Brexiteer occupants must be muzzled at all times in public places.
7) Broadcasting - occupants may not listen, watch or broadcast UK derived TV, radio or internet content.

Let's add, it would not be an offence for graffiti artists to practice on any van not parked overnight on a legal site.😁
