the expected / envisaged standard process should however include this co-operation ?

if it would help you could try http://iate.europa.eu/iatediff/SearchByQueryEdit.do

I have used this with various pieces of official gibberish and it can be quite useful . You can filter by area but I usually leave ''qualsiasi dominio '' .

Yes, it's useful especially for gibberish. Another useful one for technical terms is http://www.proz.com/search/, while http://forum.wordreference.com/forumdisplay.php?f=4 is a good general-purpose site.
