Default completion time of PhD student

I am planning to apply overseas student visa (just in case for any reason my current application is failed, which is unlikely)

I should apply withing 6 months after finished my study. The question is when DIMIA starts counting this date?

- University policy said, a student finish his/her enrolment after he/she submitted his/her thesis. Does it count from this date?
- A PhD student who submitted his/her thesis will get a feedback from referees about 6 month after submission. Then he/she need to do some correction and resubmit. If it is major correction, then she/he need to re-enrol as student again. Does it count from the date when a thesis feedback received (without anymore correction)
- A PhD student can call him/her self a Doctor after graduation ceremony
does it count from this date (can be 12 months after intial submission).

I think for master student by course work, DIMIA count it when your enrollment finished

Any one have similar experience?

Oops, typo, it should be skilled independent overseas student visa rather than overseas student visa

The date you are notified by the university that you have passed your
thesis is the critical date.

Most universities will issue a letter of completion in a format that
DIMIA accept that shows the relevant date.

It's definitely not the formal graduation date - normally it's too
late by that point.

They count from the date on a letter head from the university informing you
that your thesis has been passed by the examiners and say you are now
eligible to graduate. It doesn't count from the date when you got the
feedback. That same date will be printed on the transcript as well

Course(s) Completed:
Master of xxxxxxxxxx (or Doctor of Philosophy or whatever)
Completed xx Feb 200x.

As for when you can call yourself a Doctor. The university actually calls
you "Dr Xxxxxxx" on that letter.
