Can I apply for family class to London while I am legally working in Canada?

So I'm currently in Canada on a open work visa that will expire in 11 month, what I'm wondering is if I am allowed to apply to London instead of inland seeing as London is quicker at processing cases?

Yes - you can but do not let your status expire if it takes that long.
