Things to look out for, having to pay signing on fees in advance, or anything you wouldn't expect to do at home, just be wary, as they often get a commission from the company that they place you with, so it would be odd for you to pay first, and if there getting paid first, it would indicate that they might not care for your after service.

There are of course others, such as Magenta, BBT, etc... just pick up a professional magazine and see who's advertising, even if it's not for specifically Dubai jobs, a quick phone call should get you put through to the right person.
In addition to the above developers, most of the major construction and multi-D companies are out here in the form of an international sister company, so look up the likes of Carillion, Mouchel, Multiplex, Laing O'Rourke etc...

I would suggest your best bet is not only to look at working for the operators directly but usually by consultants such as Detecon or vendors like Ericsson or Siemens both with offices in Dubai Internet City
If its UAE your after then etisalat usually points you to Elisalat and that's a good start for any openings in UAE (usually Abu Dhabi or sometimes if you are lucky in Dubai) and also they are recruiting there for Etihad Etisalat the new operation in Saudi.
As far as Cisco is concerned you can usually get work if you are certified CCNA, CCNP and such and even try your luck at their offices in Dubai Internet City as well.
