NEED HELP please!!

I was sent an E-mail from a prospective employer but i just wondered if i take the TRA would this be enough for the requirements
i will copy an except from the E-mail and hope someone may help in this matter

The section detailing the selection criteria (p4) will be the basis candidates will be selected. In your information below, you have not specifically mentioned engineering qualifications.

In particular, the criteria 1 and 2 is a strict requirement. [1 Tertiary qualifications in engineering at degree level or above or equivalent professional experience. 2.Eligible for membership (minimum level status of Member) with the Institution of Engineers, Australia.]
