Hello,
i am new to this site, i am Latvian citizen, who is in a relationship of 6years with Venezuelan citizen, we want to visit UK, and i was reading about EEA family permit form VAF 5, but i am not that clear if it fits my case, and of where do i have to apply for it and sumbit it. And would it work for us, if we have lived together for 4years- 1,5in Venezuela, and 2,5 in Latvia? He has temporary residence permit to Live in Latvia for a year- based on Humanitarian reasons.
I will be happy for any advice and help.

You have a complicated history and if your partner only has temporary visa for Latvia getting an EEA family permit might be difficult.
Why not just get a Standard Visitor visa for your partner?
