Private uk pension problem

Hi having a problem claiming my full pension pot, am uk non resident living in Portugal and need a uk independent financial adviser to sign an advise declaration, but being non resident I cannot find anyone either here in Portugal or in uk that can do this for me.
Has anyone had this problem and did you manage to get it sorted
