Actually the UK govt. is implementing something sensible (for a change). They are going to increase the maximum award payable to relatives of people who have died through criminal activity (eg .terrorist attacks) and instead of paying out cash for broken bones, will provide practical assistance (ie. free healthcare as is the norm) instead of cash payouts:
