I know others from the UK have has their UK passport renewed from within the USA. That's actually a topic for the General USA forum, though, so take a look over there for relevent posts, or post your question over there. Renewing one's UK passport in the USA isn't an immigration question.

I'd answer, but my husband isn't from the UK, and hasn't renewed his passport in the USA at all, he did it once while back home in Iran.

It is, indeed, very straightforward but the instructions can be a little confusing so it is worth pointing out that if you are renewing an adult passport which is either still valid or has only recently expired and your appearance in your old and new passport photos is sufficiently similar that they are obviously of the same person then you do not need a countersignature for either the form or the photos. All that you need to send is the completed application form, the photos, the payment authorization and your old passport.
