Please can someone tell me if this website is for real or a con. A site where you pay for a lottery ticket and you get a green card if you win.

One does not need a separate site to apply for the Diversity Lottery ('green card' lottery)
and
I recall that you are not eligible to enter anyway...

Except Russia is also not eligible. But s/he may be able to claim chargeability elsewhere.

Did you actually read the USAFIC.org site before asking this question?

They outline pretty clearly that you can either pay for their services (and "win" a "free" airline ticket if you win the Green Card lottery) or pay nothing and do it through the US State Department website. It's all right there, on the front page.

A website based out of Israel for US immigration, registered by proxy, flagged red by McAfee site advisor, links to 8 other websites 6 of which are also flagged red, sends spam email about colleges and other jazz and does the same thing you can do for free. I think it's an easy question.
