When should I apply for a learners driver's license?

When should I apply for a learners driver's license?
I came over to CA in November, my bf and I decided to get married just before I had to leave. Our lawyer is in the process of filing all the necessary paperwork.
I'm wondering when I can apply for my driver license? I have been reading the drivers handbook and on there it says:
'New residents.... when you make your home here or take a job you must get a california driver license within 10 days.'
so when should I apply for one? when i get my SSN?
and also the insurance I have been checking up on, I have to start from scratch, even though i had joint insurance with my dad back in london for 6 years... I just read the posting on auto insurance and seems like alot of people are having similar problems...
is there any way of easing the cost? maybe a letter or documents from my previous insurance company? what kinda letters/docs should I get from them?
Also, can I do unpaid internship while my paperwork is in progress to get SSN etc...? I am doing volunteer work right now, but looking for something in my area of work.
Thanks for reading.

Since the SSN is a requirement for the drivers' license in CA, you cannot complete the paperwork needed for the learner's permit without it so must wait until then.
Why do you need a learner's permit? If you currently possess a valid drivers license somewhere else, all you need to do is prove that, take the written and vision tests, and sit for the behind the wheel test (in addition to the basics of providing the paperwork re identity, legal presence, and paying the fee). If you are 18 or over that's all that is required.

Interesting.. According to the DMV website, a SSN is required, but proof
of that SSN is only needed for a commercial license.
