When can I apply for a SSN?
Hi
I am moving to Michigan at the end of January 2018 on a J2 visa with my wife (J1). This has been a bit of a rush as we only found out we'll be moving 2 months ago, our visas have been issued so that's one thing out of the way.
I know I can't apply for an EAD until I arrive but I'm unclear on when I can apply for a Social Security Number, is this also once I have arrived in the states? I can't seem to find anything that specifies this.
Any info appreciated.

I believe for J2 you can't get an SSN until you have your EAD. EAD processing time has been upwards of 100 days.

I disagree. I believe a J2 qualifies for a SSN upon entry to the USS. They only need an EAD if they actually want to work.

I wonder what the rules are for obtaining an "EIN" which, despite the name, is not limited to "employers?"

That may well be the case. OP can certainly try! Maybe try a couple different offices if the first one says no.
