As has been stated, the B2 is no longer valid, overstaying voided it.
You were actually given advice about applying for an extension, presumably something you did not take up.
If you Father wishes to visit the US, he needs a new B2, application procedures will be on the respective US Consulate web site. The vast majority of people posting here would only have knowledge of the VWP.
