Default Help! What to say to Immigration?

My fiance is planning a trip here to Montana in Feb. We have an approved I-129 application and he has just received packet #3 and our intentions are to work on it when he visits for 2 weeks late next month. We are concerned that he may have some trouble entering. I have heard that he should make no mention of the I-129 and just tell them that he plans to stay for 2 weeks for a personal visit and return home on the Visa waiver program. I have also heard that he should disclose all of our plans So now we are completely confused! What are we supposed to do here? We have every intention of going through the proper channels... Do we keep our mouths shut, or spill the beans?

Keep his mouth shut but tell the truth if explicitly asked. People entering on the
VWP are usually asked precious few questions!
