assuming this is a serious question:
without vehicle registration the enforcement of laws regarding motorised transport and the administration of any form of driver insurance would essentially be impossible.

Annual checks on:

Whether you have paid all your tickets
Whether your car has insurance
Whether you have a valid drivers license
Whether your car has passed safety / emission inspections.

When the congestion charge first went into effect in London, one of the thing they were shocked to discover was the number of faked license plates that were on cars. In the US you not only have to fake the metal plate but also the registration sticker that would go on it. Might be slightly harder (as they change colors so it seems every year or so)
