I suppose it depends on whether they want a job reference or a personal reference. If I went to my current job and asked for a reference I would probably get the aforementioned "he works here" reference. I have on occasion known of companies who ask for personal references that require logging in to an online thing and answering set questions.

What about CVs? UI was always led to believe US style 'resumes' included a photo at the top - is this still the case? Or has this been removed for fear of discrimination?

Question, does googling a candidate expose the recruiter to potentially discriminating information such as age, race, disability, sex etc?

Why not? Reference checking, background checking, citation checking, publication checking. Those are all legit activities. If the check also brings up other info on age/gender/sexual orientation, hey you can't control what the search engine trawled through and brought up.

(ii) all information considered during the hiring process MUST be documented and archived by HR
(iii) information obtained other than by a formal background check might not be reliable

Do you work for the government, or some such highly regulated sector? I wasn't aware of such strict HR policies anywhere.
