It was the Daily Mirror that campaigned for it, when it was a half decent newspaper. Before the DM ran daily front page editorials saying that the services should not wear there uniforms the government did not thing it a problem

Inter Milan have cancelled their four game pre-season tour of England because of safety fears in the wake of the London bombings.

Correct Bob, it's at the discretion of the local commander, and in garrison towns you used to see people in uniform nipping around at lunch time etc - but I can almost guarantee with recent events and what not, it'll be blanket banned again. Even when it was theoretically allowed, a lot of commanders wouldn't have it, and in fact most individuals used to Northern Ireland and the terrorist years wouldn't dream of doing it either on a personal basis, as they know better.
