Nope.
You have to be a (US) qualified Law Enforcement Officer to work as one in the USA. And a citizen too. He may get lucky and get to go on a beat or two as a civvie observer but he'll have no jurisdiction in the states and as far as I'm aware wont be able to have either.

I've lived in both the US and UK and value both places. Under President Bush I have become increasingly concerned about a loss of civil liberties in the name of Homeland Security. I think it's a slippery slope. Most people, however, especially in my consevative neck of the woods, would not agree with this opinion and in fact, have probably not been personally impacted by our loss of liberties.
I was not at all surprised to see the US at #17. I do need to make time and read the entire report in The Economist. It would be interesting to see what criteria they used to define 'democracy'.

I don't have to turn my dustbin inside out to see if the rubbish Nazi's have put a camera inside to keep an eye on what I'm throwing away....not that I have a bin anyway...so I do feel free to throw anything I like into my cheap nasty trash bags without being left a note and a fine...unlike my poor mother in law ... she is one step away from jail after putting a plastic coat hanger in the plastic recycles bin.
