You need proof of citizenship, which a driver's license is not.

I just visited Tijuana. When You comeback to San Ysidro CA first You (with your
luggage) walk thru x-ray gate (same like in airport) and your luggage is checked and
x-rayed also. And later everyone without exception must show papers. What kind of
papers I don`t know. I always got my US passport since I look suspicious Security
is very tight, National Guards, INS agents, other agents, cameras etc. Better have
proof of US citizenship if you want comeback to US same day.

You will also need a certified Birth Certificate. If you have a passport, that will
be the most hassle free thing to use. You will need that Birth Certificate to get
back. Yes, they check all ID very thoroughly.

A drivers license is used as photo backup for a birth certificate or citizenship
papers. You'll need both. Or a passport.

If you're driving Mexican auto insurance is a must.

Sometimes they do, sometimes not. Why not just take it with you?

I haven't been through in a couple of years. However, when I used to go through, I
was occassionally asked where I lived, and on one occassion was asked to show my DL.

A DL is ID. It is not, however, proof of citizenship.

For US Citizens go to http://travel.state.gov navigate to entry requirements
for Mexico.

What you will find there is either a (US Passport) OR ( State Government issued Photo
ID (Drivers License, or Identification Card) AND State Government Certified Birth
Certificate - that's the one with the raised seal on it.).

If you are NOT a US Citizen check with your government's appropriate office. Most
likely a Passport will suffice for non-US Citizens.

If you drive your own vehicle in Mexico you MUST purchase Mexican Auto Insurance and
you may have to pay an entry or exit tax on the car.
