I am looking for a British Attorney who is qualified to practice both in the UK and in Florida, USA. I need this attorney to appear as an Expert witness to authenticate and interpret a British Land Registry document that determines evidence on the proprietors of a property in England and when it was purchased. This is Urgent.

Expert witnesses do not necessarily need to be attorneys. In your case it sounds like you might need a British lawyer, I don't immediately see why they would need to be licensed to practice law anywhere in the US.

Yes. You are right but I need someone local who can come in to testify on how to interpret a document from the British Land Registry - which although self explanatory the messed up US judicial system needs someone of "authority" to explain it to them as my explanation and their ignorance isn't suffice.

Not sure why the question refers to a British attorney when the question refers to a property located in England.

A Scottish or Northern Irish lawyer will not be in a position to give meaningful advice on the laws of England & Wales. Perhaps the question wasn't worded correctly?

In any case, there is no obvious reason why a lawyer admitted in England & Wales who was engaged to give advice on this would need to be admitted in Florida as well.
