Please see the response below I reived from CBP(CUSTOMS & BORDERS PROTECTION). DO NOT TRAVEL BEFORE 22 SEPTEMBER 2011!!!!

"Thank you for your inquiry.

That is correct. You may enter 10 days prior to your start date. Day one is counted the day you enter the U.S. and day 10 is the day you actual start; this means the earliest you can enter in September 22, 2011.

Thanks for that. Looks like I made an expensive mistake. I booked for Sept 21st. I guess they would have let me in under VWP and then I would have had to go back out of the US and re-enter!

That might well be a guess that is wrong, who can say. Might be better to look at changing the flight date.
