Many UK papers are flown over and available next day at larger Barnes and Nobles and Borders and International news store, depending on your city. The Guardian has a US edition printed here that you can get same day for about $3 a pop. Check around to see what's available in your town.
Because it is air delivered, the cost is quite high. A Sunday paper will run nearly $10 and a daily is $3-5 or so.
Delivered, highly unlikely. You can call your local delivery services (look in the phone book for newspaper distribution / delivery companies) but they probably don't carry 'one off' papers like that. There is no economy of scale for something like that and you'd be looking at probably $5-10 delivery charge in addition to the $5 per paper cost or so.
In addition, there is very little demand for NOTW over here. I've not seen it in the newspaper bins at some of the International newsstands in DC (and they carry nearly everything) so I'm not sure if it is imported. But hey, maybe it's popular in Florida.
Honestly, it might be cheaper if someone in the UK puts it in a envelope and posts it over weekly.
