You've obviously never drove in LA. On surface streets, the police will pull you over if someone is walking in a cross walk and you don't wait for that person to step on the curb or pass over a center divider before you cross the cross walk.

That is much stricter than anywhere I have ever lived.

The police are strict like that in Boston too.....doesn't mean the drivers still aren't shit and that being on foot/bike means you are counting your luck before you become road kill as a means of commuting on the main roads.
